In a letter to Donald M. Berwick, MD, Administrator for the Centers for Medicare and Medicaid Services (CMS), the American Medical Group Association (AMGA) has outlined concerns about the direction of the Proposed Rule for the Medicare Shared Savings Program, also known as Accountable Care Organizations. While supporting the potential of ACOs to transform health care delivery, AMGA President and CEO Donald Fisher, PhD, CAE, says the organization feels the Proposed Rule is “overly prescriptive, operationally burdensome, and the incentives are too difficult to achieve to make this voluntary program attractive.” Dr. Fisher cited a survey of AMGA members that found 93 percent would not enroll as an ACO under the current regulatory framework.
