NCTracks: Bumpily Rolling Along

Health care practices using NCTracks, the state’s two-month-old Medicaid claims system,  are still seeing problems, however, complaints to the North Carolina Medical Society (NCMS) on-line Trouble Log have tapered off.

From the day NCTracks left the station on July 1, 2013, the NCMS has been tracking the problems and using our connections at the NC Department of Health and Human Services (DHHS) and CSC to attempt to resolve as many of the issues as possible for members. Working closely with the North Carolina Medical Group Managers (NCMGM), NCMS staff has been able to make some in-roads on the following:

Medicare crossover to Medicaid/NC Tracks claims (read an important update here).

Vaccine Reimbursement –  CSC will reprocess unpaid vaccine claims that have been filed since July 1st.  Providers will not be required to refile. Please let NCMS know through the Trouble Log if you have not received reimbursement for vaccinations. The system fix was supposed to be implemented last week and payment should have been in the check-write Friday, August 16, 2013. 

Primary Care Incentive Payments (PCIP/ACA) – Implementation of the enhanced payment levels will occur during the month of August.  For providers who have timely attested, the enhanced payments will be retroactive to January 1, 2013.  Additional details are still forthcoming, but NCMGM was told that CSC performed a test run last Friday of 30 doctors.  CSC confirmed that all eligible doctors will receive their payments by the end of August.

CSC is in the process of drafting a list of known NCTracks system issues that will be published to the portal.  Each issue will be assigned a status and kept updated.  Hopefully disclosing this information will lead to fewer calls to the call center.

CSC also is working on tools to help navigate through the prior approval process on the portal as well as filing claims and eligibility in the portal.

CSC has offered several live webinars over the past few weeks to answer questions from NCMGM and NCMS members on key issues that are affecting many providers.

    I am having so many issues with nc tracks not paying the 2ndary to medicare claims that i file on the nc tracks site. apparently thier system is auto populating the allowed amounts as the same amount that medicare paid. so they show is a paid status but with no pmt. and of course not a soul knows how to fix it.

    NCTracks has rejected all of our claims from the beginning stating from my Clearinghouse shows terminated to my doctor is not identifiable to the info from my Clearinghouse doesn’t come in on their forms properly. Today I was told their system does not support my web browser. I also received a letter today stating the TSN we have used forever is no good and neither is our taxonomy code!!
    We are ready to can Medicaid and our clearinghouse.
