WHEREAS, the United States Government, through the Centers for Medicare and Medicaid Services has proposed conversion from ICD-9CM to ICD-10 effective October 1, 2013; and
WHEREAS, the cost of conversion represents a major expenditure in both capital and human resources without demonstrable benefit to patient care or to improvement in physician practices; and
WHEREAS, the current technology systems in place have demonstrated challenges to efficient conversion to the new system, including challenges with information transfer; and
WHEREAS, the implementation of the new system will require extensive education and training of physicians and support staff without reimbursement by the recruiting agencies; therefore be it
RESOLVED, That the North Carolina Medical Society opposes implementation of ICD-10 which lacks sufficient evidence to show that the improvement in cost-effective patient care outweighs the anticipated burden to physicians, other health care entities, or patients. (policy)
Fiscal Note: No additional funding above current resources estimated. Current resources will be allocated based on the priorities of the Society and the NCMS budget.

I strongly support this resolution as long as it doesn’t duplicate something already on the books. ICD 10 has nothing to do with individual patient care and everything to do with public health and health care financing. We are in the business of caring for individual patients.

I support this strongly as long as there is not already policy on it. I would offer an additional friendly: whereas studies of the current coding system demonstrate it is already to large and complex to be used accurately.
