The North Carolina Senate released its 413-page budget on Sunday night. Monday afternoon, the Senate Appropriations Committee on Health and Human Services convened to discuss the portions addressing health care including $434 million in appropriations for the state’s Medicaid program. The North Carolina Medical Society government affairs staff is assessing the impact to the Medicaid community and will update the website as facts become available. I completely agree with improvement with quality care and appropriate incentives for positive outcomes however the community practices have already committed resources for these endeavors. A pay reduction counter productive to encourage participation and completely disagree…

I strongly second Dr. Barowsky’s comment about identifying and eliminating recipients who fraudulently receive benefits. I wrote to Aldona Wos about this rampant problem and received an unsatisfactory reply – clearly this is not an item of interest – they would rather continue to reduce our payment below cost of delivery since it is so much easier to do so than to actually work out a method to detect those individuals and families who go to Disney World twice a year, take cruises, and have very nice new cars all the while receiving medicaid and other safety net services.

After the double dealing way the previous administration went about taking a one time temporary fee cut and turning it into a permanent fee cut and redirecting Federal matching funds away from their intended target of funding shortfalls in the Medicaid program, I have no appetite for bargaining with the politicians for additional fee cuts.
Enforce the rules of eligibility, heavily fine and prosecute those who obtain benefits fraudulantly and those who scam the system whether provider or patient. Take those savings and the fines collected and put them back in the system not into the general coffers to be wasted on non-essential pet projects and the program will be better able to sustain itself.
If the cuts come then I must react in kind and cut my participation in Medicaid.
