The North Carolina Center for Public Policy Research this week released its annual rankings of the most influential lobbyists during the 2009-2010 legislative sessions. NCMS lobbyist B. Davis Horne, Jr. of Smith Anderson ranked 7th, maintaining the same position he held following the 2007-2008 sessions.
NCMS Director of Legislative Relations Chip Baggett was among the newcomers to the list. He ranked 53rd among the top 55 lobbyists cited. The rankings are based on a survey of lobbyists, legislators and reporters.
