The Congressional Budget Office and the staff of the Joint Committee on Taxation have completed a preliminary analysis of the major provisions in the proposed Affordable Health Choices Act.  The analysis is contained in a letter to Senator Edward M. Kennedy, Chair, Committee on Health, Education, Labor and Pensions, from Douglas W. Elmendorf, Director of the Congressional Budget Office.
