  It is good to encourage preventive care. Not all preventive care saves money and many people with insurance coverage pass on recommended preventive measures. No mention of incentives for Patients to do the right thing.

  Oh yeah, we better start training some more professionals to deliver all this care. There will be a huge backlog if people greatly increase their use of preventive services.
